Consumer wanted the hypothecation of his car to be removed, and paid an agency to provide this service. The relevant documents were collected by the agency representative in end December 2022, and submitted to the RTO, for which he paid half of the agreed amount, and the balance half was to be paid after receiving the RC book. The agency then orally confirmed that they had received the RC book, so he made the balance payment also. But it had been over a week that the RC book was not delivered to him. So, in frustration, he visited the RTO to collect the RC book but the same had already been collected by somebody else, and the RTO person denied to share the details. On informing the agency that he would register a police complaint, they replied that it would be delivered soon. Consumer was concerned in case the RC book was misused for some illegal activity, and he requested NCH’s help in getting the document safely to him. |
